CaptureFileAsync doesn't work when maxResolution is set to verySmallQvga on Windows 10

      Description

      Tested on emulator and device. Changing the maxResolution to smallVga works.
      This is a bug on Windows side, and they have been informed of it. We need to implement a workaround till it gets resolved.
