WooCommerce itself doesn’t manage meta titles or meta descriptions; those are usually handled by an SEO plugin (such as Yoast, Rank Math, or AIOSEO).
To update them in bulk, you have a few options:
• Use your SEO plugin’s bulk editor or global title/description rules (recommended)
• Export products to CSV and re-import them with the appropriate meta: columns for your SEO plugin
• Use custom code or WP-CLI if you’re comfortable with development
