Site logo block: upload button misalinged when block is center-aligned

Description

When site logo block is "center aligned", the upload button is misaligned.

Step-by-step reproduction instructions

1. add site logo block (tested in page editor)
2. Change aligment to "center"
3. Note how upload button isn't centered anymore

Looking like this would be caused by display: table which overrides display: flex in styles for non-center aligned block:

...but that was added ages ago. Maybe some more recent work like changing margins in #43762 plus some other CSS from another PR? cc @jasmussen if you have a hunch.
