Switch out the gradle/gradle-build-action in favor of gradle/actions/setup-gradle #58628

What problem does this address?
The gradle/gradle-build-action has been updated to version 3.0.0. The main change in this version is the action will now ask as a pass through to the preferred gradle/actions/setup-gradle action.
What is your proposed solution?
Any workflows using the former should be changed. This should be as simple as changing the uses line in our workflows.
