Two levels of Notes sidebar

Description

It seems there are two levels of sidebars involved that, I found confusing. I click on the "x" and expect it to disappear but there is still another layer of sidebar visible. It's difficult to describe, so I made a video. The two have different backgrounds, one uses the background from the site, the other is on white background.

Step-by-step reproduction instructions

• Have two users on the site
• You can use the User-switching plugin for easy switching
• Use one user to add a note to a post's block
• Open the posts in a different browser window
• Use the other user to reply to the note.
• Use the avatars from the block toolbar to display the notes in the sidebar

Possibly a duplicate of #74065? I agree that the inability to fully dismiss notes is really frustrating. Even on my 14" laptop, the notes area (I know it's "not part of the sidebar"!) eats up way too much space, especially when List View is open. I really want the ability to fully hide the notes sidebar!

I agree with @mrwweb. This feels like a duplicate. There's also #75450 to make sidebar restoration a bit smarter.
