Digital Services Act (DSA) guidelines

This page sets out information relevant to the European Union’s (EU) Digital Services Act (DSA), a set of regulations designed to prevent illegal and harmful activities online.

The DSA applies to Pixabay users in the EU.

EU users:

Reporting illegal content:

Users, trusted flaggers, and the public can report content that may be illegal in the EU via Pixabay's in-product reporting. Simply hover over the media and click the flag icon to report a violation. Alternatively, reports can be submitted via this form.

Appeals and dispute resolution for EU users:

  • Appeals: Disagree with a moderation decision (including where you have reported content as violating EU law)? You have 180 days to appeal by emailing info@pixabay.com. Our appeals process is outlined in detail in our FAQs under 'Content Moderation'.
  • Dispute Resolution: You may challenge moderation decisions (including if you disagree with the outcome of an appeal) through out-of-court settlement or a competent court. Under the DSA, each EU Member State must certify out-of-court settlement bodies to handle eligible disputes. The European Commission will maintain a website listing the available settlement bodies as they become certified. No out-of-court settlement bodies have been certified at this time. We will update this site as information becomes available. Decisions by out-of-court dispute settlement bodies are not binding on you or on Pixabay.

Information on EU users:

In accordance with requirements under the DSA, the average number of EU monthly active users of the Service between July - December 2025 was below 45 million. This information was prepared for DSA compliance and should not be used for other purposes.
